From the commitee
It has been agreed that :-
a) If a player is prevented from scoring a goal by foul play a penalty will be awarded.
As an example of foul play, If a player has a clear run on goal and is pursued by an opponent who appears to be running the benefit of the doubt will given to the attacking player and a penalty will be awarded.
b) A penalty will also be awarded if a tackle is made preventing a shot on goal.
c) Blocking a shot when your in front of the player is acceptable,but not from the side or back.
